Proposals by the Collective "Together Against Trafficking in Human Beings’ regarding the details of the National Plan of Action Against Trafficking in Human Beings"

The Collective, ‘Together Against Trafficking in Human Beings’ gave the Inter-ministerial mission for the protection of female victims of violence and human trafficking (MIPROF) a document outlining the Collective’s position on a National Plan of Action Against Trafficking in Human Beings on 9 August, 2013. This document enunciated, point by point, measures the Collective wished to see implemented in the National Plan.

Since the creation of MIPROF and the nomination of a national coordinator for ‘action against trafficking,’ proposals for a National Plan of Action Against Trafficking in Human Beings began to take shape.

Indeed, a draft Plan was already in existence with the contribution of members of the Collective between 2008 and 2010 but had never come into force. France however had to act quickly once it ratified the Council of Europe Convention on Action Against Trafficking in Human Beings in 2008. The necessity to implement a National Plan was also brought into sharp relief by the recommendations of the Group of Experts on Action Against Trafficking in Human Beings (GRETA) in its ‘Report concerning the implementation of the Council of Europe Convention on Action against Trafficking in Human Beings by France,’ published January 28, 2013.

It was in this context that the associations in the Collective made representatives of MIPROF aware of new proposals and modification to the National Plan first mooted between 2008 and 2010. The Collective wanted to make it known that it was essential that there be a fresh impulse to combat trafficking in human beings and to protect the victims thereof. The members of the Collective therefore delivered their submissions for the National Plan of Action Against Trafficking in Human Beings on 9 August, 2013 in the following form:

1. a general presentation on the Collective’s priorities which it wishes to be included in the National Plan of Action Against Trafficking in Human Beings (below, in French only); and
2. a document outlining precisely the Collective’s concrete proposals and modifications to the National Plan of Action Against Trafficking in Human Beings of July 2010 (below, in French only.

The associations in the Collective are currently awaiting to hear the details of the National Plan and in particular to hear which of its propositions have been adopted. The National Plan of Action Against Trafficking in Human Beings is expected to be launched this Autumn and put in place in January 2014.
